The consumer reporting agency pays, if you are asking this as an either/or. The entity denying credit pays the same fee to the agency whether the rejected applicants request the report or not.

It is required by law that the credit reporting agencies give you a free report in which to dispute any possible error and or ommissions, if denied credit. They push a button, and the mail room mails it. NO big deal. They make a fortune off of the companies who ruin your credit, (Sears is/was notorious) so don’t feel bad.

You can get a free credit report once a year from the government. It is by the Federal Trade Commission.
