You don’t. The credit reporting agencies do. Try another business model.

Find a market with high turnover for rented/leased units (ussually places where the housing market is doing well) and contact the local Property Management companies and inform them of your prices and services. It would be best if you knew who they currently used for thier credit checks, and compare/contrast your services to thiers to make sure you have the best offer.
Many larger management compaies actually do thier own credit checks and don’t bother with a third party, but if you create a sound business plan you can demonstrate how and why allowing YOU to do this work for them would be beneficial to them.
If you don’t know who currently runs thier credit checks, you can ussually call a manager that works for the Mgmt company and simply ask them as if you are a potential tenant and they’ll ussually just tell you.

first check local laws for codes about disclosure, second most companies like credex.net will help you set up a business model for acess to credit. your fee will be about 15 dollars for all three repositories charging 60 is not uncommon for those who charge for such services.
. marketing it would be with a concentrated marketing plan aimed at apartment associatons , small furniture stores and car lots that can carry the inventory on the books but cant rate the client . a counseltation fee to train how to use the reports can be part of the pitch. free or low cost.
